many scarier sounds mostly involve some deeper sounding instruments, like pipe organs or the deeper keys of the piano. creating a soft and deep ambiance is what scares me when im playing games leading up to the loud and striking sounds from when an conflict or something similar starts coming.

For building atmosphere I'd definitely say keep it quiet and slowly rise the tempo, building tension. But don't build too much unless something is going to happen otherwise it feels abrupt.

For me less is more with horror music, I love soft but eerie sounds. Piano music always sends chills up my spine in those types of games. Stating off soft but then getting louder and more intense when your near danger.
